This is the second anti-discrimination investigation in China. In August 2024, Canada announced that it would impose 100% tax on China's electric vehicles and 25% tax on steel and aluminum products. The Ministry of Commerce of China issued an anti-discrimination investigation on September 26, 2024. On March 8 this year, it was determined that the Canadian side's measures constituted discriminatory restrictions, and 100% tax was imposed on goods such as rapeseed oil and peas imported from Canada; 25% tax was imposed on water products and pork.

The official website of the China Ministry of Commerce announced at 7:50 p.m. on the 13th that it launched an anti-discrimination investigation into the relevant measures of the China Integrated Circuit (IC) area.

The announcement states that in accordance with Articles 7 and 36 of the "Foreign Trade Law" of China, if any country or region adopts discriminatory prohibitions, restrictions or other similar measures against China in terms of trade, China may take corresponding measures based on actual conditions.

Announcement also states that the Chinese Ministry of Commerce has obtained preliminary certificates and information showing that the United States' relevant measures on China's overall circuit sector are in compliance with the "discriminatory prohibitions, restrictions or other similar measures for the People's Republic of China in terms of trade" stipulated in Article 7 of China's "Foreign Trade Law".

Announcement mentioned that, based on the preliminary evidence and information obtained, the object surveyed is a relevant measure of the United States for China's overall circuit area, which can include:

1. Since 2018, based on the results of the 301 survey conducted by the US government, it has or will impose taxes on Chinese products including overall circuits, as well as other possible prohibitions, restrictions or similar measures.

2. Since 2022, the US government has restricted China's export of integrated circuit-related products, manufacturing equipment, etc. through issuing relevant regulations and sending notice letters, and restricted "Americans" from participating in Chinese semiconductor projects. Such as the rules issued in October 2022, October 2023, December 2024, and January 2025.

3. Since 2022, the US government has restricted relevant companies and individuals from developing trade and investment activities in relevant Chinese areas in accordance with the Chips and Science Act and related regulations.

4. In May 2025, the US government issued news and guidelines to restrict the use of advanced Chinese computing circuits including Huasheng chips, restrict the use of American artificial intelligence chips to train Chinese artificial intelligence models, etc.

Announcement also mentioned that the United States has adopted other discriminatory prohibitions, restrictions or similar measures for China in the field of overall circuits, including design, manufacturing, packaging, testing, installation, parts, materials, tools, and specific application scenarios.
